Theory and Ideology in Soviet Administration

A Rejoinder to Vidmer

The idea of a "Soviet administrative paradigm" is criticized and found wanting on a number of conceptual grounds. In its place, the concept of ideology is proposed to account for observable patterns in the Soviet literature on administration and to explain the form taken by these patterns.
