The historical setting of Wilson `s essay is described as the first step in response to Kirwan's critique of Van Riper. The response then traces subsequent developments in public administration literature in which Wilson's essay is conspicuously absent. The response closes with some speculation on the origin of the politics/administration dichotomy in American public administration thought.
