DOI: 10.1177/009539978701900103 Interorganizational Environments, Attitudes, and the Policy Outputs of Public AgenciesA Comparative Case Study of Legal Services AgenciesBates College This article explores independent and interactive effects of interorganizational environments and personnel attitudes on the mix of policy outputs infive government-funded legal services agencies. The data suggest that interorganizational interaction exerts a strong, direct influence on policy outputs. Attitudes have an indirect effect, conditioned by aspects of the interorganizational environment. The implications of these findings are assessed for interorganizational approaches to the study of public policy.
