Public Administration Reform in Eastern Europe: A Research Note and a Look at BulgariaCollege of Charleston, University of South Carolina The ability of the administrative state to effectively and reliably deliver public goods and services is perhaps a key variable that can be used to distinguish successful and unsuccessful societies. The purpose of this research note is to assess the extant literature on the transition and public administration reform in Eastern Europe, relate it to the current state of affairs in Bulgaria, and offer some directions for future research.
